I thought about this. After a quick laugh that you would go in depth about grammar, I concluded that I don't actually agree with what you are saying. You are trying to fight against a meme or thought terminating cliche with an incorrect analysis of his post's syntax. The post is a generalized statement and invitation to discussion that you cannot force to mean something very specific about psychological operations and the recently agitated general public's discussions on psy-ops. The sentence, not phrase, does follow a proper subject-verb agreement. It might not make sense contextually, but it is not a misuse of English grammar. It is also not a tautology, which requires the exact form of "[x] is [x]". That the needed contextual words are missing does not mean that the plural "psyops [sic]" is the tautological form of "a psyop [sic]". You can easily see this by assuming OP means, "Psy-ops by [x] group(s) is a psy-op by [y] group."
What could the meme sentence mean? It could mean that the belief of multiple psychological operations by the U.S. and foreign governments is itself a malicious psychology operation of organized anti-government ideologues, like libertarians and the alt-right, to instill total mistrust in society's institutions built by liberals and mistrust in official or preferred philosophies like liberalism. I don't truly know because OP is a faggot. If you disagree with his opinion, and I do too, then that is fine, but that disagreement with the premise has nothing to do with the validity of the brief sentence's grammar.
If you want to complain about OP's post in a meta manner, then complain that he failed with his rhetoric, not grammar, and say the following: "You attempted to make brief meme against right-leaning alternative political talk; however, you have left out so much necessary information and context that you leave many Fedi users, right and left, confused as to your meaning. You should refer to what exact part of 'psy-ops' discussion is a psychological operation, like the belief that the government conducts such daily or the belief that such are done under communistic, socialistic, or liberal philosophy, thus impugning those philosophies as good for the people." Oh and also say, "You are a retarded super nigger thinking he is oh so clever by making a thought-terminating cliche straight out of the cesspits of Reddit, Dicksore, and Mastodong. Fuck off you dumb and demon possessed nigger-Jew tranny man-whore."
This is what happens when people rely on meme speech, hot take-ism, and a butchered form of an already butchered informal English.
