AbolisyonistaSara Duterte's strategy to embezzle public funds is frankly childish. The ledgers sees her office disburse funds to people with snacks and fast foods as their name (e.g. Wendy Doritos, Duncan Donuts). Why not use a damn phone book? Steal names from Facebook? Why brazenly use fake names?
