   @mattly it is! but with additional explicit UX deadlock issue

   first you must agree to terms for a feature. if you don't want to agree and are willing to turn off the feature, you must still first agree to the terms to do that

   I've seen other complain about this specific deadlock too. your linked post says it right "you just want to cover your ass"
