Android devices have advertising cookies and other trackers for personalized advertising that are set without user consent and cannot be opted out of.

A device identifier linked to a user's Google account is created without consent and cannot be removed without factory-resetting the device. Google's SafetyCore is also installed without consent and cannot be opted out of.

Google did not address the lack of consent or opt-out features.
