     @CactuarJoe@retro.pizza Because transporting it to Canada costs money, and he couldn't get permits to even move the stuff through NYC. It was presumably generated in the city. The guy promised he could remove it for cheap, couldn't, and instead of confessing he just did whatever made him the biggest profit.
