VLC Media Player is incapable of going backwards 1 frame, it can go forward but not backwards.
This is due to real limitations on video codecs, it is simply an impossible action to do, the explanations are available on multiple forums. It simply can't be done.
MPV of course, does it anyway, I don't know how.

@Baa video codecs are designed to be decoded forwards. there are 'key frames' which are a full picture and then interframes which are basically a heap of patches to the last frame you rendered. so going forward by one frame is just applying the patches one after another.
