     Also that guy is an paranoid ignorant idiot.
     
     It's a Ku band Common Data Link setup used for streaming of tactical data like live video and tracks.
     
     We used similar ground stations in the Navy, these guys are navy and also with technical representatives. They were likely performing an operational check with an aircraft because often the patrol aircraft's cameras will be borrowed for use in public events. We did a football game for a college once with this system, and the tech reps use these events as "look how good and reliable this system is" (it's not reliable)
