@bmacDonald94 Signal does not require that your phone is logged into Google. I have it installed on LineageOS phone without Google add-ons.
You can also try using alternative Signal client that can be set up as a primary device on desktop, but I have not tested it myself:

@bmacDonald94 You can download Signal APK directly from https://signal.org/android/apk/ and install it on Android phone without having to log into Google Play. Signal is also available via F-Droid from Guardian Project (https://guardianproject.info/) now.
