@hacks4pancakes hard to tell whether this is legit, or an attempt to sow fear - either way I guess it sows fear, and both are entirely believable :(

Aside from that, there's also the possibility of false leaks of future government actions, to "test the waters".
This has been going on in my country after the far-right got elected.
They will sometimes "leak" something they'll do, people will get worked up, they'll declare it "fake news", and later will do it. By then people will be confused as to what happened.
