Just look carefully at any piece of art that you like, start by asking yourself some very fundamental questions like "how the subject is presented in this ?"
If it has characters, how are they drawn ? What do you like about that specific piece of art..
Try to really think about what you have in front of your eyes
Maybe you could also make a list of artist that you like, and why you like them
Then I need to ask you if you want to improve quickly but want to suffer a bit for it, or would you rather take your time and have a very slow and relaxed progression?

For the relaxed path, you'll develop your skill slowly by learning the fondamentals and stuff.
It also can be a combination of both just how i did, Art doesnt really have a set-path for everyone, every step is not a certainty which makes it a bit hard at times but also liberating.
Or you could also just draw whatever you want without wanting to improve and just enjoy yourself how you want.
There is no wrong way, it really depends on what you want to achieve yourself. -
