The parties and governments of the former socialist countries in Eastern Europe did not regard rural issues as problems that the state should take responsibility for and solve. Instead, they treated them as individual problems of the farmers themselves. They not only failed to strengthen the socialist agricultural collective management in terms of ideology, technology, and culture but also took the path of encouraging individual management in rural areas. 1/

For example, in Poland, a former socialist country, even the existing agricultural cooperatives were dissolved. By 1975, the farmland of agricultural cooperatives accounted for only 1.6% of the country's total cultivated land (state-owned farmland accounted for 16.6%). Moreover, the output of individual agricultural management reached 80% of the country's total agricultural output. 2/

In the socialist countries of Eastern Europe, as early as the 1970s, the state gave up its guidance and management of cooperative management. In some countries, cooperatives were operated in a capitalist form, with distribution based on the contribution of land. As a result, capitalist operating conditions were established in rural areas, and class differentiation was accelerated. 3/

This is ultimately related to the fact that they did not cultivate farmers as the true masters of the country and society, did not transform the cooperative ownership in rural areas into ownership by the whole people, and did not consider the issues of farmers and rural areas as problems that the working-class party and the state should take responsibility for and solve. 4/5
