     When I did my PhD, back in the day, I was given a "half position". The official explanation was that we would work 20 hours per week for the university (teaching, writing papers, project proposals, and so forth) - that was the half that was getting paid - and 20 hours per week on our PhD, which was the unpaid part.

     In actual practice, the ratio was more like 40-10.
