     State media propaganda.
     
     They have the cops do practice drills where they have to face down protestors over things like unpaid wages or lost bank deposits. The "protestors" are paid informants or police employees and the police preparedness drills get broadcasted on state media.
     
     Actual protestors or criminals don't get that kind of coverage, the news is suppressed.
