     Mandy from The West Wing is one of those.

     She's put forward (by a number of characters in-universe) as 'oh, she's so great and necessary~!' and there's a particular scene where she's in it and then she gets up and walks off and that's it.

     That's all you see of Mandy.

     ... and (spoiler), there's a shooting later that episode, and she's never mentioned in it again, despite her ex-boyfriend being one of the people shot.
