@evan@cosocial.ca Take a country that has both a president and prime minister. The length of the head of state mandate is less of an issue if the head of government is a different person and changes at a different pace.

@evan@cosocial.ca Depends on the constitution, I guess. But usually, it's the president. The prime minister is the chief of government only.
