They are all running self hosted single user instances. Meaning they can't be reported to anyone that will act on the reports. Pretty sure this isn't a feature and seems to be very heavily used by trolls and basically people punching down on people on Mastodon. I leave that with you. Josh. @phocks cc so he's aware too.
