When I see a freezing rain warning about the region of Montreal, and the little freezing rain graphic is way up there halfway to Québec City, does that mean the whole region in red is at risk or mostly just up where the symbol is?

Google meanwhile tells me there's probably going to be some light snow in the area and rain only tomorrow?

Weather is magic and hard to predict, I get it. Thoughts?
