An update to the update: Apple support has now confirmed to me that iCloud does not propagate delete actions for Health data. The only action you have is to delete literally all your data at once; it’s a fucking append only data store.

This is, of course, not described or documented anywhere, including in the places that allow you to fake delete your data.
