All a President would have to do is hype up one of the marginalized populations. ("The Quebecois are being denied Statehood!" "The Prairie Provinces are being exploited by Ottawa!") This goes doubly if said President had a major scandal to distract from.

     Now that electric cars have been brought to an acceptable level, it functions as a hedge against threatening people with oil; you're seeing renewed interest in nuclear, and if it gets unblocked ( which is fairly possibly at this point, probably 60% ) oil will disappear as a major concern.
