     He of course is completely wrong and thus his opinions on everything are worthless.
     
     "Ending homelessness" doesn't cost 20 billion, 30 billion or even more. Unless you stop treating mentally ill drug addicts ( or just plain mentally ill, before they pick up the drug habit due to the same conditions ) like functional human beings, you will always have a homelessness problem.
     
     Neely in fact is a perfect example of this. He was given a place to stay and he left it after less than two weeks.
     
     People like Kulinski are stupid because they are both unable to recognize not everyone is exactly like them, except for things THE MAN did to hold them back, or something.
