     Universal health care could have been achieved 40 years ago but...

     Bigots believed Reagan when he said POC shouldn't have access to publicly funded post secondary education & fomented tax revolts & tax evasion by the rich.

     That racially motivated chokepoint was seeded & grew at a cancerous rate.
