   Windows ARM will work on pretty much any ARM based PC.
   
   Android OS, like Windows OS, is still an operating system, but because of the hardware-specific nature of an Android OS, that is what makes them a ROM.
   
   GrapheneOS, for example, has an independent release (ROM) for each Google Pixel, model.

     This does not mean, any Android Development is "less" or not as good.
