  The draft text on stocktake uses language that expresses, in UN practice, weak levels of obligation.
  "Notes": "Notes with concern ... that
  significantly greater emission reductions are required" ... "Notes the need for enhanced support and investment"
  "Reaffirm": "Reaffirms its commitment to accelerate action" ... "Also reaffirms the need for deep, rapid and sustained reductions in greenhouse gas emissions"
  What is deliberately not mentioned is that this requires ending fossil fuels.

Underscores that the impacts of climate change will be much lower at the temperature increase of 1.5 °C compared with 2 °C and resolves to pursue efforts to limit the temperature increase to 1.5 °C; 12.
