     @givenup Probably because by that time abou a third to half of them were either germanic or miscigenated with them.
     
     And they hadn't felt the presence of law and order for more than a generation by then, so raids and looting had become part of everyday life.
     
     Ultimately, something did happen. However, the people living through those times were trying their level best to cope with and survive a very harsh situation.
     
     And traditionally, saying that nothing ever happens has always been a popular way to cope.
