     @Chzikken_1486 for sure - but the political thinking that is behind doing this is - you don't have to punish the people who didn't vote for this when you arrest the mayor. It then additionally separates the criminals from some of their supporters , rather than if you just shove the state full, they get to say they are right and they are the david versus goliath.
