     @FailurePersonified russia's much better in this department because of greater humanity, the cops and other authority figures are more human, they're more prone to just not caring about minor shit or to being too soft, sometimes it's bad like when there were faggots literally collecting funds for ukrainian troops ON RUSSIAN SOCIAL MEDIA and they got a slap on the wrist for it instead of being made an example for others to be afraid of
     there's also just a greater deal of autonomy in things, even in the soviet times a lot of places weren't actually carrying out what's described to be as stalin's bloody repressions simply cuz they didn't feel like it, only places like latvia that have a national skill of superior asskissing did shit like that

     I’m not sure the cause of that persay, however I do think that at least during the Soviet era they were a bit more disorganized, and as you say more “human” or just more apathetic to their marching orders.
