When someone try to download an Ubuntu ISO from https://ubuntu.com/download , it redirects to local Ubuntu CD mirrors for download.
Right now, there seems to be only 1 Ubuntu CD mirror in India ie https://mirror.ubuntu.bsr.one/ (@100Mbps) which seems overloaded, leading to ISO downloads at less than 100Kbps.
