That reminds me of a joke current in apartheid South Africa, decades ago.
At a diplomatic function, an SA diplomat is intruduced to Zambia's Minister for the Navy. "But you don't have a coastline," he says. (Zambia is completely landlocked)
"Well," replies the Minister, "*you* have a Minister of Justice"
