Speaking as someone who has visibility both into the Executive Office of the President and the Department of Veterans Affairs, let me say this: maybe in private, to their close friends and coworkers, people at these agencies are expressing concern about what's coming. However, in public, most people are acting like they have No Fucking Clue how much damage the 2nd Trump administration is going to do to the government and how quickly.
