   There’s 3 kinds of homeless:

   1) 1 paycheck away from homelessness and that paycheck didn't come; 2) disaster like fire and waiting for insurance; 3) long term mentally ill or addicted and no intensive care available

   3 different things but the same “symptom”, and each requires different treatments

     one important thing a city has to have is transient housing.

     Students, discount travelers, job-hunters who may not stay in a city, and people who've suffered temporary setbacks, like a home fire and waiting on insurance to pay out
