     Legislation that targets BDM & student protest orgs for harassment was co-authored by Dems & and R's...
     - was previously passed (in April ) by a vote of 382-11 (in the House)
     - as article explains, this is also completely unnecessary as there are already plenty of laws available to do what this bail claims it's intended to do
