  Every self-hosted user on the instance also needs to fetch every self-hosted user on the network, which also seems it would mean that the amount of network traffic for retrieving information is O(n^2)?

    we don't see every network participant needing to store a full mirror of the entire network, any more than every web browser needs a full search index of the entire web. the goal is to have enough infra diversity to have alternatives and credible exit.
