     pretty wholesome story actually. the owner has autism and wanted to open a place to help employ other girls with disabilities.

     I think you're probably misinterpreting the appeal of a maid cafe, there are other similar things like con cafes that are probably more like what you're imagining. Osaka also literally has legal prostitution so there's no reason they would be doing something like that in the background.
