     @publicvoit that's quite doubtful thing. who said somebody is good enough for maintaining others' projects? there's a possibility to fork any open source projects and this can be dome whenever and by whoever, but officially change maintainer - that's something wrong.

     @publicvoit if this is voluntary choice and refers only to account on github (not maintaining or developing, really), then it's ok. nobody cares. usually github only mirrors real developers' repositories.
