     The students do not benefit. The businesses that might one day employ the students don't benefit. Society does not benefit.

     The only people who benefit are the teachers unions who no longer have any objective benchmarks for performance.

     With no upward pressure, education outcomes will fall. Prepare for the consequences (crime).
