   Russia did not invent hate. But Russia has found patterns of timing and patterns of narrative to cultivate hate. Now in 2024, there are copycats to the techniques, and even machine learning / artificial intelligence has assimilated the Surkov monomyth patterns of memes and messages.

   Personally: I am aiming very high, the whole world is in trouble. Compassion is learned, squired, and so too can hate be learned. The Russia "race to the bottom" is the worst of Putin's Berlin Wall KGB experience.

     Since March 2013, Russia's information warfare has been amplifying #OutGroupHate - any reason to hate any group or person. Memes and messages, 'wedge issues" as political scientists sometimes call it. And often there is no "side" that Russia encourages, hate itself is the self-destruction payload. It is even self-destructive to domestic Russia. All Russia cares is that human brains are attracted to hate.
