You "just" need to rewire every floor of all apartment buildings in the entire city by any means necessary (which is the national policy in China). If you apartment building is 50 years old, the end result will look like this, but at least your don't have to use the slow POTS to access the Internet anymore.

@niconiconi @kura@hai.z0ne.social its actually policy in my region as well. the telcorps have to ensure fibre to every building, and from there, the building gets wired up, as soon as the first inhabitant orders fibre. the last bit from that to your home socket is on individual basis then. and all of it is payed partly by the telcorps and by the commune. so you end up just paying the ISP for its setup costs and the monthly fee.
its not like this everywhere in switzerland tho, at least i don't know if it is. but countrywide for example, swisscom has the state mandate to provide internet to everywhere possible in the whole country, preferably with fibre. if thats ftth, fttb, ftts or whatever variation is sadly up to them and the other telcorps. -
