Manifest V3 does limit what malicious extensions can do, but the true solution to that is to only use free software extensions instead of proprietary malware ones.
While with V2, extensions can stop web requests before they happen, V3 either can only stop requests as they're in process or can't at all and can only modify the state of the browser afterwards (not sure which).
V3 extensions also can't load dynamic data over the internet like blocklists, that can only be included in an extension update and disliked free software extensions can be "reviewed" for several days before being published. -
