   @lamp ~3.16 GHz is the base speed - windows is downclocking the CPU to save power as it figures you don't need it as load is <100%.
   
   Unfortunately, you don't have real control over how hard your CPU clocks.

     how come task manager doesnt match cpu-z? says 2.90ghz and 91% util at full load when it should be like 3.16ghz which cpu-s shows.
