     My questions are,
     1) Why do death threats keep happening?
     2) What can be done?
     The death threats keep happening because;
     The people making them want to send a message of intimidation.
     They believe they won't be caught.
     If caught they think they have done nothing wrong.
     "I have a 1st Amendment right to express my opinions!"
     If caught they believe they won't be prosecuted.
     If prosecuted, they believe they won't go to trial.
     If they go to trial they believe they won't be jailed.

     Make it a priority & provide $$$ & resources to law enforcement & prosecutors.

     Reuters' Linda So showed us local cops & DAs do NOT make this a priority. It takes skill, time & money.

     DOJ's Election Threats Task Force was created to provide resources to prosecute.

     They have had successes. BUT THE DON'T PUBLICIZE THEM, so there's no awareness for deterrence for threateners.

     Teach:
     Death threats are NOT 1st Amdt protected speech!
