     "The report indicated the individuals in question had tried to spoil their absentee ballots, believed they had spoiled their absentee ballots and then proceeded to cast a ballot in person,"

     I’m betting it was republicans looking to deliberately create a record of voter fraud in order to help republicans enact law that makes voting more difficult (which then favors the republicans). As it stands, republicans try to justify their constant effort to make voting hard by claiming voter fraud is a problem, yet they never have notable evidence of fraud. Looks like this is a move to help create the evidence they need.
