It is theoretically possible to induce thermal runaway in a mobile's Li-ion battery by configuring the charging control software to not limit the charging rate, not stop charging at the defined 100% charge voltage and ignore the temperature sensor, but even then such thermal runaway will only occur when the mobile is left to charge (meaning it could burn down a house and/or gas people somewhat with the toxic vent gas, but not much more).
