    Applications for a major Scottish arts fund will re-open after the Scottish government said resources would be made "available" to ensure it could continue.

    Last month, Creative Scotland announced its Open Fund for Individuals would have to close to new applications indefinitely, due to uncertainty over government budgets.

    However, the First Minister John Swinney annoucned in his Programme for Government that the funding stream would be able to resume.

    Mr Swinney also said that a review of arts body Creative Scotland will take place, following a year in which the organisation was criticised for funding an explicit sex show.

      A person making $15,000 will have $1500 taken out of their income.

      A person making $40,000 will have $4000 taken out of their income.

      A person making $100,000 will have $10,000 taken out of their income.

      As you can see, unless you're the guy making $100,000 you're getting raped.

      No, I think that's a mistaken apprehension.

      Everyone loses 10% to the tax, and plans for this expense.

      No one votes on how to spend Other People's Money (#OPM).

      The point is no one votes to use the money of others.

      Let's say 10% for starters. This means full participation by voters.

      No. The notion that a flat tax would prevent people from voting for "free stuff" assumes that all government benefits and services are seen as unfairly distributed. In reality, many public services (like infrastructure, education, and healthcare) are funded by taxes and benefit society as a whole. A flat tax does not inherently stop people from supporting policies that involve government spending on public goods or social safety nets.

      Absolutely it does. Everyone throws in the same percentage. They can plan for it and know they will have to pay that money. They will adjust their rates accordingly.
