It’s just now occurred to me that a lot of Republican electoral strategy has been to make voting harder. This is based on the assumption that there is some Goldilocks zone where it’s too difficult for Black people but not too onerous for the laziest and most entitled white voters.

I am not sure this overlap actually exists.
