I also have noticed tourists who came to Japan and wanted to dress like Harajuku fashion style but outside Harajuku. It's not wrong or bad it just feels more silly the further you get out of that location.
One of the things I really like about Tokyo is that, people dress nice and modest which is delightful. But then you will see one woman or man walking in the crowd that has just an outrageous outfit that completely stands out. But you can tell the outfit's construction is careful and intentional and it looks good.
I see this less often in the USA. When I do see it they are usually black. A while back I was in a cafe in Miami and I saw a tall thin black girl wearing cargo shorts and a wifebeater and...a fur-lined snow hat. It made me think of a character from Tank Girl (1995).

@leyonhjelm Do you know what's funny. Whenever I'm in Japan I see white people that are much taller than me. It's like Japan attracts the tallest foreigners.

I haven't yet decided for sure but I was already kind of thinking when I go to Japan I am likely to do my best to not look out of place so I don't detract from where I am. Of course I'm still a western six-footer.
