   This is really interesting. It had long been my contention that the Blair government bottled it (after catastrophically losing the referendum on devolution to NE England, with opposition lead by Dominic Cummings), and that asymmetric devolution and a failure of local representation lead to the loss of the Brexit referendum.

   Maybe Starmer and Rayner will finish what Blair couldn't.

     @JackTheCat @patrickhadfield I see it as laying the groundwork to give Scotland and Wales "UK region" status. "Increasing devolution to the regions" is spin.

     @Robbins @patrickhadfield you mean, the UK region, known as Scotland? That's what I think it's mostly about. Bringing us back into line. He cares no more about real devolution than any of his predecessors.
