     Sarcasm. Mostly. Ben Givr has a major and very loud hard-on for slaughtering Palestinians, Arabs, and other obstacles to his goal of expanding Greater Israel; so for him to only "admit" he's allowing rape and torture of Palestinians in his jails is somewhat of a letdown. Normally, he's in full boasting mode.
