New Outlook also does not wish to respect my Windows setting for the date format, and doesn't even offer 13.09.2018 as a date format

Normally I like it, e.g. in the names of photos. But in Outlook it sucks, as the dates of the current year are shown without the year, so they show up as 09-01, but it's September first, not January 9th, and I'm not living in a country with inverted dates (i.e. the US).
