Mans R@notclacke Had the first Bush served two terms, I could see the logic in using the phrase in reference to the second of those. He didn't, so it makes sense that it would mean the second Bush presidency, i.e. that of Bush Jr (first term or both). Having the phrase denote the second term of Bush Jr would be the least logical of all options, so that's probably what the Americans do.
