     He tried to keep the people from a rebellion by pleasing some demands of the commies while maintaining a hard grip around everything. It worked at the end and he kept a pretty peaceful Germany during his time. The expansionism wasn't him, he just managed that as well.
     
     In the end he was a pretty conservative guy but one that did politics accordingly and appropriately to what was demanded.
